The actual review is far better than this summary. Even when a Times writer does ok the summary and headline people fail totally.

The simplest reason that Trump should not cut NIH overhead rates is that it is illegal.
The reason it is illegal is that Congress passed a law to stop Trump from changing the rates the last time he tried to do so.
The law is clear; the only real ambiguity is whether Trump still follows the law.
