This is pretty much my first thought as well. People mocking this idea because of the current disarray and leading-by-the-most-incompetent-people-possible are 100% right, but the idea itself has merit. Necessary in the long run. But from *this* guy? wouldn't want to be on the same planet as it.
Personally I think it would be a perfectly reasonable part of a sensible long-term lunar plan coming from an agency that was focused and functional and that had good leadership and stable funding.
