This is a coverup of the real reason we skipped a decennial census and ended up with the Permanent Apportionment Act of 1929: In 1920, urban populations finally overtook rural ones, and they capped it to preserve power for white non-urban Protestants.
Interesting side note, the number of representatives in the house used to increase with population. But around 435 they ran out of chairs. So is not to have to build a bigger house Chambers, they capped it.
