This makes no sense.
One of the last changes made to the proposed spending plan removed a requirement that the Chicago Police Department publicly ask the City Council for more money if it exhausts its $200 million budget for overtime.
CPD has spent $251M so far this year, records show.

And to be clear, the mayor's 2026 proposal is not just a "no police cuts" budget -- it's a budget in which CPD (already the city's most expensive dept. by far) received a larger year-over-year net increase of non-grant funds than any other dept.

Larger than most other departments' entire budgets!

From my anecdotal experience, this is absolutely true
Police have access to massive surveillance networks that track the public whether they are suspects or not. That means probably for every 1 officer caught using the system to harass or spy on people they have feuds with, ex's, activists, journalists, there are probably 100 more we don't know about.
