In most countries, tourists are supposed to carry passports at all times. But we don't. It's too risky, they might get lost or stolen... I'm guessing a LOT of foreign-looking football fans are going to spend days or weeks in ICE detention because they went out without their papers.
DHS confirmed that ICE and CBP agents will be on site “for security” at the start of the FIFA Club World Cup at Hard Rock Stadium in Miami Gardens. ICE also reminded non-U.S. citizens to carry proof of legal status while attending the event.
