Tbh on this comparison: the worst the neighbor can do is tell the child beater to do something and then they can pick and choose if they does it. Parent 2 has DIRECT POWER HERE to remove the kids from this scenario and instead often chooses to hand the belt (ie: ICE) directly to the child beater.
Not the first one to make this comparison but its like having one abusive parent and one that may wag their finger on occasion but never does anything to stop the abuse (ie: an enabler). Imagine seeing that dynamic and then blaming a neighbor for why the kids come to school covered in bruises?
