If you're in circumstances that make it more difficult, taking steps towards a situation where social/medical transition will be safe counts as part of transition. Finding community with people who'll help you counts as part of transition.

Utah commissioned it's department of health to do a systematic review of gender affirming care for trans youth. In a 1000 page plus report found it was beneficial and the evidence was substantial. The lawmakers rejected it anyways.

Notably, the New York Times did not cover this at all despite giving glowing coverage to the Cass Review including an interview. This is the bias inherent to their coverage. They only covered the review that aligned with their ideological goals.
