Every once in a while I see people asking why Fiddler on the Roof is such a popular musical for Catholic schools to perform and the answer is because it's modest.

That it allows the kids who can sing but have bodies like middle aged men and women to have leading roles for once is a side benefit.

Maybe Frey is fine with this, not opening that can of worms, but the larger point is he could give a direct order for MPD to do the exact opposite and not only would the end result be the same, he'd be powerless to do anything about it because of how we've structured local govt-PD relations

It's not an excuse, but it is worth remembering that mayors in most cities very much do not have control over their police departments if the mayor doesn't like something the cops want to do, a phenomenon that would be a red alert civ-mil alarm with the military but something we all accept w/cops

There is no evidence that Truman or MacArthur ever read the memorandum. Truman never left any record as to if he had any personal doubts about crossing the 38th parallel. MacArthur on the other hand insisted even up until 300,000 Chinese troops were inside Korea that China would not intervene.

To this day, It’s still not entirely clear how widely the memo circulated. It was originally intended for the American UN delegation, General MacArthur, and some members of the NSC, but my research also found that the JCS and key staff received the memo as well…

I'm not super sure how you can. There's basic aspects of the military that don't translate well unless you experience them for yourself like how difficult it actually is to move X brigade to Y position or "how do I return fire at an adversary I can't see who is 1.5 miles away from me"
