This is true, but I also think even Trump, with whatever valiantly struggling handful of brain cells he has left, has been able to perceive that a war with NATO would certainly be the end of his presidency. There is just still too much institutional momentum against it--he would break himself.
There's a wild dichotomy where Trump both loves the aesthetics of violence and the power it implies but actually really dislikes seeing death and destruction (see his comments about Good, Ukraine, or even Gaza)
