This is........contentious. Like, yes, there is absolutely a lot of continuity between the Roman Empire and the "Barbarian" successor states but that period of fragmentation was explicitly due to the Roman state losing its monopoly on violence and acceding to Foederati demands under duress.
The Visigoths for instance did not really /conquer/ half of Gaul and Iberia, they were /given it/ in a grant, and over time casually increased their domains with the all but explicit permission of the emperors. Rome did not fall, it privatised itself.

The point below stands, but I think people misunderstand Trump's point. It's not that he thinks it happened outside his power bc he wasn't president, it's the he thinks it happened outside his power *when he was*. It's a claim about the ~~deep state~~ because it positions him as a victim.
