Luxon's "no deviation from the plan" is about 10x stronger than the "policy bonfire" approach still tainting Hipkins from '23. Either his team changes direction sharply or2026 may end in another defeat. Especially because Hipkins is making a similar claim to Luxon - 'nothing much will change'.
