I *do* count submitted as an article on a CV (just slightly less than published). Others on hiring and grants committees I’ve been on do, too.

It means the work is final enough to be submitted, which is very different from “in preparation” (which could be “concepts of a plan“).
Been on multiple search committees

For me (personally so YMMV)…I basically dismiss everything that’s labeled *submitted* unless there’s a preprint I can read

Boosting this! I got my titers checked when the TX measles outbreak happened, and it turned out I was no longer immune to measles so I got the vax again. (I originally got the MMR vax in 1989 and still had immunity to mumps and rubella.)
If you're an adult who was vaccinated, you should get your titers run to make sure you still have immunity. Vaccination can wane and/or you may not have generated a strong immune response. That was ok when we had herd immunity but we're likely about to lose our "measles free" status.
Vaccinate your kids, you friggin nuts.
