1. Work with Congress to end NFIP coverage for barrier islands, and
2. Fully fund FEMA so they can revamp their flood map & risk analysis process, and/or start using First Street's more advanced (scientifically rigorous) mapping analysis.

The first three were left leaning when it was politically safe & financially profitable.
They've always been corporate entities more interested in self-preservation than serving as Fourth estate entities committed to ensuring transparency & an informed electorate.

That's totalitarianism - centralizing control of markets or actions that hinder market activity.

Fascism is the violent oppression of opposition in alignment with govt & busn/corp interest, but that doesn't necessarily affect markets.

US agriculture is currently suffering from fascism though.

Capitalism can thrive under fascism as long as the markets operate profitably, it's the totalitarian tendencies that spook suppliers & buyers because that threatens their profit margins & consumer confidence.
