Could be this, but I think some in the admin are happy to push Greenland occupation as a means to destroy NATO.
I say this with very little certainty, but I think Trump wanted to push the Europeans on this to see if he could get Greenland, but the European reaction will force him to back down. He will pull an Obama birth certificate move where he declares victory and gets out.
