Fascinating. I’ll admit this has never been an issue for me because I don’t travel with cash, but I can imagine being caught totally unaware of this.

That’s for entering the US. As fast as I’m aware, there isn’t an expectation that you declare anything upon exit? I’ve never been asked to make a declaration at my departure airport, or on the departing side of the border.

anyway, I assume the way you get to this is either:
1) memory distortion of some kind
or

The only way to buy into the idea that no one was worried until now that DHS could become what it is, is to ignore the furor around the Patriot Act and FISA in the 00s. Given media and politicians' propensity to ignore the left, I guess it's not surprising they've memory holed all of that pushback.
