Oh for- is THAT where those fucking things have been coming from? I thought that was WINDOWS doing that and couldn't figure out how to make it stop.
If you are using the "NVidia App", I suggest promptly going in to the settings, looking under "Notifications" and turning off "Available Rewards". If you do not do this, it apparently now uses the Windows notification system to show you fucking ads (for random video games)
