The easiest explanation is that the people deciding to capitulate are doing it because they want to. It suits their worldview, the innate conservatism of those already rich and powerful.
On top of everything else, this is utterly insane capitulation to an administration that can barely tie its shoes in most areas and is already scrambling to avoid losing the House with a year still to go.
