when people say “Avatar has no cultural impact” what they mean is that it doesn’t have fandom like other huge blockbusters. Nobody is naming their kid Jakesully or sending death threats or buying MCU levels of merch. Lots of people see them when they come out every few years and are normal about it.

to elaborate on this a bit, landlords committing arson-based insurance fraud was a documented epidemic on both sides of the Hudson before and during this time period, before you even get into the murder rates
not to dismiss that there is also a stark racial angle to this, but there's a specific neurosis about urban life that comes from having been in the tristate in the 80s and 90s imo
