Actually, in 2016, Trump repeatedly and falsely denied Russia was intervening in the election. He was covering for Putin—that is, aiding and abetting a foreign adversary that was assaulting the USA with information warfare. So....

Recall, refuges also help protect people & infrastructure by helping curb impacts of hurricanes and floods.
