+ Where is the money coming from?
+ How is it non-taxable? Did Congress vote to do that?

He says that people on the East Coast and the West Coast don't understand their issues. Well, maybe, but the people on both of those coasts still predominantly voted for the candidate and party that wouldn't have gutted those agencies and programs he needs. Unlike he and his neighbors did.
