We now know that just as Putin was keen to oust Gen Kellogg as Ukraine negotiator and replace him with his hand-picked choice, Steve Witkoff, Putin was also determined that Tulsi Gabbard be installed as DNI atop the intelligence community. She had served him faithfully in that position.
