Banning under 16yo is an easy, simplistic, "feel good" law that does little to address any of the underlying issues, but MPs can point to it and look like they're doing something (while doing very little).

Anyway, tl/dr: Aus has a sophisticated framework for digital safety and an online safety regulator with enforcement powers. They have also invested heavily into digital literacy and other education. NZ does not. NZ has not. It doesn't make sense to intro a ban as the first or only measure.
