The Government did not tend to like these other ways people tried to redress their greivances, given how they usually went for the bodies of whichever people were being the Government
I'm deliberately being a little bit cagey for obvious reasons, but the reason you have things like an official way to "petition the Government for redress of grievances" for example is because that is better than the ways people tended to get grievances redressed beforehand

However! Another solution to this problem is to create a carceral state so panoptical, so overarmed, so saturated with nuanced pro-state propaganda, so technologically advanced, so egregiously punitive & violent, & so deeply embedded in citizens’ lives that “redress” becomes near impossible 👀

First Amendment of the U.S. Constitution passed by Congress September 25, 1789. Ratified December 15, 1791.

The power resides in us, the people. We determine what is and what is not legitimate, not arbitrary dictators. If there is no legal, peaceful mode of redress of grievances, then it is simply not real, and it can wear all sorts of accoutrements and live in a palace, but it’s stolen.
