From my anecdotal experience, this is absolutely true
Police have access to massive surveillance networks that track the public whether they are suspects or not. That means probably for every 1 officer caught using the system to harass or spy on people they have feuds with, ex's, activists, journalists, there are probably 100 more we don't know about.

We did a ham for Christmas dinner when I was growing up. Glaze and cloves and crackling for days.
Christmas breakfast back home was always souse, pig feet pickled in vinegar with fresh vegetables and peppers. Something light to get you through church.

I was like grown, grown before I realized not everyone had a classic New Years Day meal of soup, and that most people weren't expected to drag themselves home for it no matter how hard they partied on NYE
My parents just never spelled it out that it was for Haitian independence. Soup Joumo, baby.

I run customer-facing teams and getting a deluge of complaint calls between Thanksgiving and NYE is literally a nightmare scenario that risks turning into a cascade (a couple people quit, more work for the rest, so a couple more quit, etc)
