One angle I've seen proposed is that the one in the bar was his brother, the one who wrested control of their parents company the H&H thing earlier on before House House got it back, hence why he was talking about the H&H hammer bit. And if they use him, they can have him show up in modern plot.

During the first regime, they kidnapped a man who sold fruit in my neighborhood. Thankfully, teens at a local school who bought fruit from him found out and were furious. They and their parents helped get him safe.
He is the loveliest man. Anyone in the neighborhood would have let him stay with us.
