it is *both* that they think every inch a car moves is a threat, *and* they have created this situation by being ultra aggressive with window smashing, *and* that a large number of these officers want a reason to murder people in cold blood
What seems to be happening here is every fed has their paranoia dial cranked up to 11 and every time they see erratic driving behavior they assume murder. This is obviously not a mindset anyone can operate with.

The atrocities will be so frequent and wide spread that eventually they will impact the lives of nearly everyone that voted for the POS.
