Huh, according to this map, East Palo Alto – an unincorporated majority Black community since the 1950s (as a result of redlining) – was a sundown town. Soon after it was incorporated in 1987, the old “downtown” on the west side of US-101 was completely plowed over to build a luxury hotel.

I talked to a woman in her late 60s the other day who said she's had to stop riding her bike because the lack of protected bike lanes in her neighborhood makes it too dangerous.

The real question is what part of the system are they willing to sacrifice/defund in order to do so

For all the moral panic about e-scooters and e-motorbikes being unlicensed or used by criminals, their number one tool of the trade is the car. Clamping down on common-or-garden motoring offences good for road safety and catching wrong’uns. Timothy McVeigh famously caught due to a broken brake light
Certainly was the case with roads. Trials were done back in 2004 that showed using ANPR to spot and intercept stolen/untaxed/unMOTd/uninsured vehicles helped prevent/detect more serious crime by "denying criminals use of the road".
