Given what they were trying to accomplish at the time, trading their inventory to TV stations looking to fill airtime, I wouldn't say this was a bad advertisement. It probably worked.

The Program Exchange gave stations access to old cartoons like Dennis the Menace, Woody Woodpecker and the Flintstones in exchange for airing cereal commercials. This was always the pitch.

The interesting thing is the company was partly responsible for resurrecting the English dub of Sailor Moon.

Rewatching Over the Garden Wall again, always love how this show had an all-star cast of great singers and musicians involved in its making and its soundtrack, like Chris Issak, Samuel Ramey, Jack Jones, Bebe Neuwirth, lot of great artists!
