A full embargo isn't the risk - it's selective targeting of other countries. So that country loses access to Chinese exports, but China still has plenty of options for who it imports from

Originally the UK would share the cost by also using our part of frozen assets. Since that idea was put aside, I haven't seen anything else on how the UK could contribute, so joining in with this loan makes sense
