The simple answer is that we rebuild the federal bureaucracy from close to scratch, after purging every single person brought in under MAGA hiring rules.

Perfectly possible, happened before. Would still suck along the way, but we'd get back to having an effective govt.

My uncle got posted to Oman with the Navy and their house came with a, ah, "live-in servant". Her passport was provided to him. Apparently it was tactily socially expected among the HM forces families to top up their "wages" to a livable standard, hand the passport back, and do your own damn chores
