Construction of the Red Line Extension (RLE) is set to begin in 2026, funded in part with $2 billion in federal dollars that the Trump administration is likely to claw back unless work proceeds. But to secure that $2 billion, local taxpayers are now on the hook to spend for another $3.77 billion - and the biggest share of that must come from the cash-strapped CTA itself. Under a deal crafted in the final months of the Biden administration, the CTA promised to pay $2.25 billion out of its own pocket, mostly in the form of bonds that will take decades to pay off - this at a time when the CTA says a funding shortfall could force it to slash service 40% next year. Some transportation experts fear CTA will be so burdened by debt that it will have difficulty undertaking essential maintenance, in particular reconstruction of the Blue Line Forest Park branch, which runs 75% of its trackage in slow zones. "The staggering budget overrun, with a billion-dollar cost per mile, puts the Red Line Extension on a par with the most expensive transit projects in the world," said state Rep. Kam Buckner, a leader in negotiations on transit reform legislation now under consideration by the Illinois General Assembly. "We should have had a conversation a long time ago on how to serve the South Side better for less, with things that would have been more cost-effective solutions." Or, as another transit expert put it: "$1 billion per mile is almost a world record for an elevated line,' notes Alon Levy, a research scholar with the NYU Marron Institute's Transit Costs Project and a leading authority on the subject. "There is no reason this should be the cost." • CTA appears to have ignored a red flag in the RLE bidding. Documents show the single biggest factor contributing to RLE's cost runup was professional services - engineering, project management, and so on — that the winning team, Walsh-VINCI, bid at nearly a billion dollars higher than CTA's estimate. Professional services accounted for 21% of RLE's budget compared to 14% on the more complicated Red-Purple Modernization project on the North Side. Transportation experts consulted by Crain's had no explanation for the disparity but said prudence would have suggested investigating before proceeding. • While documents indicate that $317 million of the $1.7 billion cost runup was due to rising interest rates, the bulk of the hike was professional services - engineering, program management, and the like. Initially budgeted at $280 million, this cost came in at $1.24 billion, a difference of nearly a billion dollars.

Schmidt had been visiting Luxembourg and flew back to the U.S. on Friday. His partner had gone to pick him up at Logan Airport, and waited four hours before calling authorities. “It was just said that his green card was flagged,” said Astrid Senior, his mother. She said she didn’t hear from her son directly until Tuesday, when she learned he’d been hospitalized. Senior described Schmidt being “violently interrogated” at Logan Airport for hours, and being stripped naked, put in a cold shower by two officials, and being put back onto a chair. She said Schmidt told her immigration agents pressured him to give up his green card. She said he was placed on a mat in a bright room with other people at the airport, with little food or water, suffered sleep deprivation, and was denied access to his medication for anxiety and depression. “He hardly got anything to drink. And then he wasn’t feeling very well and he collapsed,” said Senior. He was transported by ambulance to Mass General Hospital. He didn’t know it at the time, but he also had influenza. On Tuesday, Schmidt was transported to the regional headquarters for ICE in Burlington, Massachusetts, and then transferred to the Wyatt facility. The family, including his partner, who is a cardiologist in Nashua, have acquired attorneys and been working with the German consulate in hopes to have him released on bail.
