Another answer from another direction: the first STV systems in the 19th century had votes split between candidates at random: ie if a candidate has 150 votes and only needs 100, you randomly choose 50 ballots and pass them on to the next preference.

may I ask for clarity on how the "shaved off the top" part works? What gets transferred?

e.g. do they look at those last few votes next preferences and shift them?

Hah, I had not realised that my usual practice in Aus elections would be a waste of energy if my NZ local ballots actually had a way for me as an overseas elector to submit my vote in time

For the election nerds -- visualisation of Meek's method STV counting and how it iterates. This is round 66 of the Dunedin count. 34 candidates have been eliminated, 6 elected and 14 remain uncertain; 6 more must be eliminated to elect a further 8 councillors (total of 14, so 1/15th of the vote)

Big shift to the left on final-day DCC votes -- Barker's win goes from a hundred votes to seven hundred, and the top Green candidate goes from unlucky-loser to comfortably making it in -- at the expense of what appears a right-wing candidate.

No crazy-close STV elections found yet, but I did make a spreadsheet of the Dunedin election and noted that the count stalled out for about 5 rounds at round 70ish because the bottom two left in the count were a tenth of a vote apart.

Wouldn't have made an iota of difference but funny to see.

Lee Vandervis in third with 7177 votes, insufficient to help the centre-right gain 1100 votes on transfers. Absolute scenes from the Dunedin right's inability to support each other.

Sophie Barker overcomes a very similar deficit to Andrew Simms, to provisionally win it on preferences.

That's a startling result. He wasn't even in the ballpark. I assumed when I heard he'd lost that it would have been a three or four way contest, but Barker and Simms are miles ahead.
Wowee Radish got hosed. Absolutely hosed. Far back in fourth, a third of Barker and Simms at point of elimination. Two horse race.

I mean, there's a well-known darker prequel to Lord of the Rings which treats ponies in a much more disposable way...
And on a more depressing note, I wonder how much that horse girl energy was influenced by Tolkien's WWI experience. He probably had to see so many horses just discarded on the battlefield, maybe without even getting names...😥
