so it looks like a cis person can complain about a trans person using shared facilities, but that ensuring that specific person isn’t using the same facilities at the same time as the trans person is a reasonable way to deal with that

Im telling you, this is still the best way to combat this, because it would be a massive fuck you and remove *most* of the younger membership of the WI - something they desperately need to have a future at all.
The answer, in terms of 'what the Average Joe do to combat the attempts to oust trans people from society' is to just start new clubs that are renamed the inclusive womens institute, and let their crusty old clubs die with their members.
