If anyone tells you that water is the limiting factor for the growth of cities in the western United States, they are either a NIMBY who is lying to you or a useful idiot who has been lied to by a NIMBY.
Water is not an obstacle to larger cities in California. Urban water use is less than 1/5 of water used in the state.

my dad was in LA once. germany counterparty asked him, how far to drive from LA to vegas. my dad was like "eh, 7ish hours." they thought it was a day trip. could visit the city, see a bunch of sights, drive back, in a day.
If you go abroad, this has to be repeated to people everywhere. It's probably one of the least understood things about our country! For real!
