Same applies in a more benign way for nonviolent compliance stuff like means testing or work requirements or drug tests for welfare. It’s just never worth the money and effort. We spend billions just to make sure a few thousands don’t make it to “those people”.
A lot of policies that might be desirable if you could wave a wand and get universal cheery compliance are a lot less so in the real world where frequent violations need to be ferreted out by surveillance and enforced by people with guns.
