If you can't park without impeding streetcar traffic in the adjacent lane, you're illegally parked. Either wiggle a couple feet more up toward that snowbank or don't park there, them's the rules
It would mean no street parking!

I carved space in a snowbank for mine, and I live on an even side so I don’t have to move them. I don’t understand the plan to have people on the odd side of the street, who have done the same, and their bins are plowed in now (looking out the window!) will know, and dig out, and move bins?

It's an absolute nightmare. I drive past that spot ALL the time. Someone on a FB thread I read about it said she passed by there the next day and could see the tire tracks on the snowbank.
Also, apparently, the two (homeless) witnesses were frantically flagging cars to get someone to call 911.

We had a poor woman here who veered into a snowbank on the side of the highway (presumably at a decent speed) and her car ran up the bank and got launched up, over the barrier and about 100ft down into the river.
