Just buy impact rated goggles and seal the vents with hot glue. The Pyramex V2G goggles are a good option. They're slightly more expensive than swim goggles but are way safer.

Also swim goggles are not shatterproof or ballistics rated. If you get shot in the eyes your swim goggles could shatter and now you have bits of broken plastic in your eyes alongside pepper spray and tear gas.

Swim goggles hit by a projectile (like a tear gas canister or pepper ball) can direct force to the area around your eyeball and pop it out of your skull.

Pro tip to reporters and protesters: always have swim goggles in your pockets or bags. They’re small, $10 and if tear gas is used, slip them on & no matter how much you cough, you’ll still be able to SEE without burning eyes.

Keep in mind that many people who initially claimed he wanted protests so he could militarily occupy cities quietly adjusted that narrative without admitting he did what he wanted, regardless. No “excuse” was necessary. Fascists don't need a reason or excuse.
