Thinking about this on a left-right axis is not going to be helpful in analysis and understanding. Many forces at play here. I know I am always telling people to look to Chicago, but for god's sake look to Chicago.
The city council under Eric Adams was a progressive counter to the mayor; with Julie Menin locking the race for city council speaker today, it looks like the council will be a centrist counter to him.

From the MN Society for Professional Journalists: St. Paul police shot three photojournalists (MPR, Reuters, Sahan Journal) with "less lethal" munitions during an ICE operation yesterday. One had to go to the hospital. They say they were specifically targeted by St. Paul police.

It's a deliberate right-wing strategy. And all they have to do is arrest you for no reason to label you officially a "criminal" and make everyone look away.
Thing is we’ve built a very large zone of exception around “crime” and as long as people claim they are taking action to fight “crime” they’re going to receive deference.

The problem with ICE is not that it's targeting people who aren't criminals. The problem with ICE is that it's an unaccountable secret deportation police. It cannot be reformed under a better president. It can be made less terrible, but the instrument of repression remains for the next tyrant.

The presumption is that everyone is a potential criminal, and it's also criminal to simply be someone they don't like.
Police have access to massive surveillance networks that track the public whether they are suspects or not. That means probably for every 1 officer caught using the system to harass or spy on people they have feuds with, ex's, activists, journalists, there are probably 100 more we don't know about.
