Political Scientists would call it a "tactical concession" (RRS' Spiral Model). Human rights and democracy campaigners need to make sure it leads to more gains (positive spiral) instead of stalling progress (negative spiral).

As glad as I am to see Bovino (and hopefully Noem) go, I’m not sure it’s going to be for the best.

1. Without the First Minnesota, Gettysburg likely would have gone VERY DIFFERENTLY. They held a *crucial* section of the Union line.
