The Triempery's big cities have officers of the law. They capture thieves or assaulters and bring them to courts. They are paid by the city/town.

Most of the time, whether city or countryside, citizens catch and deliver. In some cases they also punish.

What expectations are put on your characters?

In Serpentus, Owen is expected to defend the city of Stone Hill, even though he doesn't have much military support (and no magical help.) But he takes his duty to the crown seriously and does what he can, despite the odds.

Victor, the equivalent of a billionaire will try and get a deal. Not because he's cheap, but because commerce is sport. Unless the store was small and needed the business, in which case he switches from sport to "I love these so much, sell them to me [he's alone in the store] and I'll pay double!"

Carloman will overpay for things or do magical stuff as service (another way of obtaining goods here!) whenever he can, he won't bargain. Every price sounds good to him. He always seems to have just a little more coin or leaf on him than necessary. I think he's conjuring it.

I can actually definitively answer this: creatio ex nihilo. All magic involves manipulating/influencing, changing, etc. what exists. Everything's in a state of flux, but nothing *new* arises. Even elementals are more expressions, coagulations, manifestations of what already is.

Worldbuilding bit I got from my newest comm: in Shiseika, whatever lovey-dovey holiday that exists there happens in their water month of Seirō.

This puts it more in the middle of the year, though it's still in the winter, as their calendar starts in the "early fall" with harvest kicking off.
