I also want to add (though read the whole thread) that this devaluation is still going on today. Not being able to speak at the best of times can mean being infantilized. At the worst of times...It can mean being a target for abuse and manipulation.

What the etymology of "dumb" suggests to me is that devaluing people for not thinking or communicating typically is a strong and common tendency in several cultures. Or else we wouldn't see the word stick around with so little change for so long.
