He’s also trying to overwhelm with the sheer number of actions in a short amount of time, making it difficult to respond in a coherent and substantive way.
Important to recognize that many of Trump's actions will be blocked. Many are illegal, unconstitutional, or not following existing procedures for policy change. He's banking on the image of massive change setting the narrative before the reality that he's not good at actual implementation sets in.

This matters. Not because I think Trump is capable of mercy or empathy towards these vulnerable groups. But because it is a public act of defiance.

Contrast that with all these other powerful people in this country signaling nothing but appeasement and obedience.
