I'm no expert but this suggests the solution is not deregulation which will deliver crappier homes for the same debt burden but direct public involvement in building homes. We already have good models here in Australia, the South Australian Housing Trust being one of them:

Don't forget folks: allowing yourself a vision of the future you'd want for our country and planet - not the one you'd settle for, not the one you fear, but the future of your dreams - isn't naive, it's a vital cognitive skill. That's how we articulate what we most value. What's worth fighting for.
Instead of whatever this is, we should have a government getting lots of new homes and apartments built, lots of clean energy built, lots of high speed rail and transit and bike lanes built, human rights for everyone, economic & healthcare opportunities for all, & innovation that leads the world.

Completely OT, but it does put me in mind of the fact that they seem to do something quite similar with Megatron throughout the various TF properties as well. Optimus Prime's visual design is extremely recognisable and visually consistent, and Megatron changes *wildly*.
And his Joker was a huge departure from previous onscreen versions. I don't even think there's a direct analogy in the comics (though there's bits of different takes). It's a drastic reinvention that worked so well that he's pretty much the only comic character films are still allowed to reinvent.
