ADHD impacts the brain in terms of it's structure, function, and chemistry- none of which are impacted by consuming energy drinks. The rise of ADHD is due to more to do with people's awareness and recognition of the condition.

It is a big thing. Energy drinks are one of the causes of the rise in ADHD, in my view. High caffeine leads to mood swings, irrational behaviour and lack of sleep. And lack of sleep can cause all kinds of issues, from depression to physical issues.
