The “master negotiator” couldn’t even line up his own ducks in a row, so it now suits him to be bipartisan - but wouldn’t uphold his end of bipartisanship when it came to housing or climate change. Useless is the only adequate descriptor for Luxon.
This is odd framing.
Luxon's the one in trouble here, for making a deal so shonky it's straining coalition unity.
His negotiation skills and his leadership nous are in question.
