This platform used to be a part of Russia's only launch pad capable of launching the Soyuz and Progress spacecraft. Without the latter it's impossible to refuel ISS' Zvezda module which is its primary means of attitude control. Maybe they can scavenge a "new" platform from a disused pad? Maybe.
