Suffice to say if when I worked in government I had messages of this sensitivity in my phone at all, never mind in full view of media cameras, the police would have smashed my phones with hammers and I would be in prison

Never. I can't even recall attending a church service where the doors were closed during the service. That includes services with a Royal in attendance. It's heartbreaking to know that's not a universal experience in the UK.
