Phantom Menace is one of my favorite star wars films. It can definitely be messy at times, but it's visually stunning, thematically engaging, and sets up the entire 6 film saga as its own mythology that carries the anti-imperial ethos of the OT, and marries it with the ethos of Greek Tragedy.

The issue here is entirely related to funding. Most animation in the West is seen as a vehicle for merchandising. When western studios are given adequate budgets and are allowed to cook you do see things like orchestral OSTs to score climactic moments.

US animation, for lack of a better word, does not have the 'cool factor'. It doesn't have reasonably human-proportioned characters with detailed expressions doing things, it has instead designs that look like childish caricatures.

The very specific reason that more American kids go for anime over US cartoons is exactly because more detailed models doing things just look 'cooler'. Simplistic character designs naturally look more childish, it's why Americans think KNY is a deep mature story for adults, because it's so detailed.
Saw someone go on about how American cartoons have smoother motion than anime, but I offer that simplistic (and often ugly) character models moving fast doesn't really make them look prettier.
