Sure, but the point is whether or not someone makes a claim isn’t informative about whether insurance is valuable. For example, a perfectly healthy person will likely want insurance (at the right price) to protect themselves against unexpected, large health care expenses.

There are many things wrong with the US health insurance system, but INSURANCE FUNCTIONING LIKE INSURANCE isn’t one of them. If you actually want to fix something (rather than wreck it) you have to identify and understand the problem first.
