I don't know how top-down this is though, a lot of it was the "Samurai" culture deeply instilled in a lot of these pilots, being assigned to train new pilots rather than fly more sorties would've been viewed as a humiliation.
Still insane to me the IJN just kept flying their pilots until they were KIA, what a colossal waste of human capital
